May 30, 2014 National Building Code should be available online, free of charge! Contractor reader Yvan Labbe asks why he can't access the National Building Code online, for free. A very good question, we think.

The National Fire Code – 2019 Alberta Edition is based on the National Fire Code of Canada 2015. It establishes fire protection requirements for the safe use and maintenance of buildings, including references to design and construction standards in the National Building Code – 2019 Alberta Edition. It also applies to the conduct of activities that might cause fire hazards in and around buildings, fire safety at construction sites, the establishment of fire safety plans, and the design, construction and use of storage tanks for flammable and combustible liquids.
- The requirements on consumer fireworks have been removed, except for those on the safe storage of consumer fireworks, so as to harmonize the NFC(AE) with the National Fire Code of Canada.
- Provisions have been added to improve the availability of information on the compatibility and toxicity of chemicals and the associated physical hazards related to the handling, transport and use of these chemicals.
- Provisions regarding the identification, ventilation, use and storage of dangerous and hazardous goods in laboratories in hospitals, research facilities, clinics and other industrial facilities have been changed.
- Changes have been made to the storage limit of flammable and combustible liquids in self-service storage buildings.
- The publication year of some referenced standards has been updated and new referenced standards have been added.
- Changes have been made to the location of hot works operations.
Alberta regulations that adopt construction and installation safety codes have been amended to allow for the automatic adoption of codes from national and standards development organizations. Automatic or timely code adoption means that a regular date is established for when codes come into force so that stakeholders and the public can plan ahead. It ensures that Alberta codes will be more harmonized with the national codes with respect to the publication date and the technical content. Alberta may still develop province-specific variants where necessary.
Under timely code adoption, national codes are adopted automatically upon publication and come into effect in Alberta 12 months after the publication date, on the first day of the following month (e.g., publication of a national code on November 12, 2020 means it will come into effect in Alberta on December 1, 2021). However, the Minister, by order, may bring a code into effect earlier or later if deemed necessary. Timely code adoption will apply to the 2020 code publication cycle for the building, fire, plumbing and energy codes. In addition to the annual public review of proposed changes to the national codes, the Government of Alberta and the Safety Codes Council will continue to review code changes and conduct any necessary public consultations.

State to State Adoption
Each state adopts model codes published by the International Code Council (ICC). These provide the basis for a jurisdiction’s Construction Codes.
Each jurisdiction (state, county, or city) typically modifies the model Construction Codes. Make sure to refer to the governing body to determine how the model code is modified. You are required to comply with the strictest provisions.
While some states provide integrated codes such as the California codes and the New York City building codes, these are not available in all cases. Where these are not provided, UpCodes has integrated the local amendments in jurisdiction like Pennsylvania and New York State.
Find code adoptions by state here.International Codes (I-Codes)
Every three years the ICC works to publish a new set of I-Codes that can be adopted and modified by each state.
The Construction Codes for each jurisdiction will be selected from this set of publications. Most states follow a three-year code adoption cycle in order to keep up-to-date with the ICC revision process.

The National Fire Protection Agency (NFPA) does not indicate where systems are required but rather provides guidance on the design of the system.
The I-Codes may indicate your project is required to have a sprinkler system throughout the building. The I-Codes do not indicate exactly how the sprinkler system must be designed. However, the I-Codes adopt NFPA 13, Standard for the Installation of Sprinkler Systems which provides you with the requirements on sprinkler head spacing, sprinkler type, location, etc. This is also typical to other systems such as fire alarms.
Accessibility Compliance
Every new building and even existing buildings must be designed to accommodate handicapped patrons. The most common requirements are defined in the 2010 ADA Standards for Accessible Design and ICC ANSI A117.1, Accessible and Usable Buildings and Facilities.
The 2010 ADA Standards for Accessible Design is broken down into two applicable sections, Title II and Title III. Title II is applicable to State and Local Government Facilities while Title III is applicable to Public Accommodations and Commercial Facilities.

The ICC ANSI A117.1 document is adopted and modified by the I-Codes and is applicable to sites, facilities, buildings and elements required to be accessible. Not all jurisdictions adopt ICC ANSI A117.1 and some jurisdictions have their own accessibility code (i.e., Florida). Therefore, it is important to determine the application of each document based on the project scope and location.

It should also be noted that if the project facility is federally funded or a federal facility the application of the Architectural Barriers Act (ABA) and The Uniform Federal Accessibility Standards (UFAS) must be researched and determined for application.
